Lawrence M. Hibbert, MBA
Lawrence M. Hibbert is an entrepreneur, business executive, and technology leader with more than 25 years of experience building and growing consulting and service-oriented enterprises. He is the founder, vice chairman and president of BCT Partners, a multidisciplinary consulting firm that delivers research, strategy, training, technology, artificial intelligence, and analytics services to public, private, philanthropic, and nonprofit organizations. Throughout his career, he has combined business leadership, financial management, technical expertise, and a commitment to social impact to help organizations improve operations, strengthen performance, and address complex societal challenges.
As a senior executive of BCT Partners, Mr. Hibbert has provided leadership across corporate strategy, operations, finance, technology, business development, partnerships, and client delivery. He helped establish the company’s headquarters and has guided its substantial growth, from a $2.1 million enterprise in 2006 to more than $35.6 million in annual revenue by 2024, supported by more than 200 employees and contractors nationwide. He has directed product and service development, partnership opportunities, sales support, legal and financial relationships, human resources, administration, and the delivery of enterprise technology solutions. His leadership has helped BCT build the organizational infrastructure and operating discipline required to execute complex engagements for government agencies, corporations, foundations, educational institutions, and nonprofit organizations.
Mr. Hibbert has also helped guide BCT’s acquisitions of Critical Measures and Community Science and the development of proprietary platforms, including the Community Impact Compass (CIC) and Outcomes Generator, that are powered by Precision Causal Modeling™ by applying data science, responsible AI, and performance measurement. These initiatives reflect his experience integrating new capabilities, strengthening organizational infrastructure, and transforming innovative methodologies into practical solutions for institutional clients.
Under his leadership, BCT has served federal agencies, including the U.S. Departments of Health and Human Services, Housing and Urban Development, Labor, Justice, and the Treasury, as well as the National Science Foundation. The company’s clients and collaborators have also included corporations such as Pfizer, Johnson & Johnson, and Bristol Myers Squibb; major foundations, including the Gates Foundation and Robert Wood Johnson Foundation; and numerous state, local, philanthropic, educational, and nonprofit organizations. The company has been recognized by Forbes as one of America’s Best Management Consulting Firms, by EY as Entrepreneur of the Year, by the Black Enterprise BE100s as one of the nation’s largest Black-owned businesses, by the Global 100 as Management Consulting Company of the Year and by the Inc. 5000 as one of the fastest-growing private companies in the United States.
Mr. Hibbert has significant experience managing major public-sector technology and data initiatives. His work has included executive oversight of multimillion-dollar engagements for the U.S. Department of Health and Human Services, U.S. Department Labor, and U.S. Department Housing and Urban Development. These initiatives have encompassed enterprise information systems, data collection and reporting, software development, technical assistance, knowledge management, customer support, systems integration, independent verification and validation, training, and program performance management. He has also led technology strategy and implementation projects for municipal government, philanthropy, community-based organizations, and corporate clients.
Among his representative engagements, Mr. Hibbert managed technology planning and implementation services for 25 nonprofit grantees through the Hewlett-Packard Microenterprise Acceleration Program; led development of a strategic technology plan spanning 13 municipal departments for the City of Newark; and managed teams supporting federal information systems and performance-reporting requirements. He also led technology infrastructure, business analysis, systems engineering, web and database development, and process-improvement initiatives for organizations including the Annie E. Casey Foundation, the City of Newark, Essex County, and First Baptist Church Community Development Corporation.
Mr. Hibbert’s entrepreneurial experience extends beyond BCT Partners. He co-founded MBS Educational Services and Training, a professional-development venture offering workshops and seminars in leadership, management, mentoring, career development, and organizational effectiveness. The company served major corporations, educational institutions, and nonprofit organizations and delivered training to thousands of emerging and experienced professionals. He also served as chief technology officer of Access One Corporation, a joint venture created to deploy sustainable broadband infrastructure in residential and commercial properties.
Before devoting his career to entrepreneurship and consulting, Mr. Hibbert held engineering and technology leadership roles with Merrill Lynch, General Electric, and AMP’s Advanced Cable Systems. At Merrill Lynch, he provided technical management and direction for network services supporting more than 1,200 users across multiple buildings and states. His work included network migration, remote-access redesign, information security infrastructure, wireless networking, server administration, and enterprise systems support. At General Electric, he supported the company’s voice and data telecommunications network, and at AMP he worked in product engineering and manufacturing process improvement.
Mr. Hibbert earned a Bachelor of Science in Mechanical Engineering and an Executive MBA with a concentration in Finance from Rutgers University. His combination of engineering training, financial education, entrepreneurial experience, and operational leadership enables him to connect technology strategy with sound business execution. Mr. Hibbert and BCT co-founder Dr. Randal Pinkett were named Ernst & Young Entrepreneur of The Year® winners. Mr. Hibbert was also inducted into the Rutgers African-American Alumni Alliance Hall of Fame, recognized by The Network Journal as a “Forty Under 40” award recipient, and featured in publications including Black Enterprise.
