Abigail Alfred, MSW
Abigail Alfred is a program, analytics, and evaluation leader with more than 15 years of experience spanning direct social-work practice, child and family services, community partnerships, program management, research, and data-driven organizational improvement. She is Director of Program Management within BCT Partners’ Analytic Solutions practice, where she leads the design, implementation, and delivery of complex analytics and evaluation engagements for government agencies, philanthropies, and nonprofit organizations. Her work bridges rigorous quantitative and qualitative methods with the practical needs of executives, program leaders, frontline practitioners, and the communities they serve.
At BCT Partners, Ms. Alfred directs multidisciplinary teams of analysts and consultants, oversees project budgets and resource allocation, manages executive-level client relationships, and contributes to business development and proposal development for the Analytic Solutions practice. She helps translate organizational challenges, program questions, and data needs into actionable analytical frameworks, products, and learning processes. Her experience includes engagements across human services, child welfare, philanthropy, community development, financial inclusion, homelessness, economic development, education, and other complex social systems.
Ms. Alfred plays a central role in the implementation of BCT’s Precision Analytics™ portfolio, including Precision Causal Modeling™ and the Precision Learning System. She supports the integration of rigorous analysis with structured learning, shared interpretation, and practical tools that help organizations understand what works, for whom, and under what circumstances. Her focus is not solely on generating evidence, but also on ensuring that evidence is accessible to practitioners, informed by lived experience, and applied in ways that strengthen decision-making and improve outcomes.
In her earlier leadership roles within BCT’s Analytic Solutions practice, Ms. Alfred managed client engagements involving precision causal modeling, program evaluation, qualitative research, product development, and analytics implementation. She led project workflows, maintained client relationships, and translated technical approaches and findings into client-facing products and decisions. Her representative engagements included work with the State of Maryland Department of Human Services and the Annie E. Casey Foundation, CGAP, the Council for Professional Recognition, Equal Opportunity Schools, the Erie Community Foundation, and the Episcopal Health Foundation. She also served as project lead for BCT’s Community Impact Compass, an AI-assisted analytics tool designed for community foundations.
As BCT’s Precision Solutions Manager, Ms. Alfred led multidisciplinary teams through the development and early implementation of precision analytics solutions for government agencies, philanthropic institutions, and nonprofit organizations. These engagements leveraged administrative and other datasets to build analytical models and generate evidence tailored to specific organizational contexts. She participated in all phases of solution development, managed client communication and responsiveness, and helped ensure that technical products were aligned with client needs, operational realities, and standards for quality.
Ms. Alfred’s analytical leadership is grounded in extensive experience in child welfare, family engagement, and direct human-services practice. As a senior consultant and child welfare specialist at BCT Partners, she helped guide child welfare professionals in integrating family-engagement practices and supported consultants with lived experience in providing capacity-building assistance to state and local jurisdictions. She led the development of a competency framework defining the role and professional standards of Family Consultants and designed training and professional-development supports to prepare them for meaningful participation in child welfare systems improvement.
Before returning to BCT Partners in an analytics leadership capacity, Ms. Alfred served as Manager of Outreach and Support Services at Bates College. Earlier, as Project Coordinator for the Community Partnerships for Protecting Children in Southern Maine, she coordinated more than 50 partner organizations working toward the shared goal of preventing child maltreatment. She facilitated committees, work groups, trainings, stakeholder events, and data-informed planning involving social-service providers, educators, law enforcement, residents, faith communities, and clinicians. She also managed the Parents as Partners Program, which supported families involved in the child welfare system and strengthened collaboration between parents and child welfare professionals.
At the Children’s Aid Society in New York City, Ms. Alfred supported special projects within the Child Welfare and Family Services division. She worked with foster care and preventive-services leaders on policy, program evaluation, grant management, educational support, and practice improvement. She managed a $500,000 grant supporting educational access and outcomes for young people in foster care and collaborated with program teams on foster-parent recruitment and services for youth transitioning from foster care. Earlier in her career, she worked directly with children, teenagers, and foster families experiencing psychiatric, behavioral, and emotional challenges.
Ms. Alfred also brings international experience in early childhood development, public health, and services for vulnerable children. At the Early Childhood Resource Center, she supported capacity building and program development in East Jerusalem and the West Bank, contributing to grant proposals, donor reports, communications, and strategic planning. At the Witkoppen Health and Welfare Center in Johannesburg, South Africa, she assessed service gaps and helped local staff strengthen programs for approximately 1,500 orphans and vulnerable children across three communities. Her work included needs assessment, program recommendations, implementation strategy, and development of operating procedures to improve service consistency and effectiveness.
Ms. Alfred earned a Master of Social Work from the Boston College Graduate School of Social Work, with concentrations in Macro Practice and Global Studies, and a Bachelor of Arts in Psychology from Barnard College. Her interdisciplinary background in social work, program leadership, analytics, systems change, and international community development provides a distinctive foundation for connecting technical rigor with human-centered implementation.
Across her career, Ms. Alfred has focused on making evidence useful to the people responsible for improving programs and delivering services. She brings a practitioner’s perspective to analytics and a disciplined program-management perspective to product development and implementation. Her ability to connect data, lived experience, organizational learning, client needs, and frontline practice provides an important leadership foundation for the continued development, adoption, and scaling of BCT’s responsible AI and Precision Causal Modeling™ portfolio.
